At the launch ceremony of the "2023 National Science Popularization Day and the Joint Action of the Agricultural Technical Association of China Farmers Harvest Festival", the China Rural Special Technology Association announced the list of the "Top 100 local talents" in 2023, with Guoyi Huang, former Party branch secretary of Wuxing Village, Banzai Town, Pinghe County, being recognized.

Being one of the nine individuals in the province and the only one in Zhangzhou to be selected as one of the national "Top 100 Local Talents" in 2023, Guoyi Huang played a vital role in introducing the model of STB to Five Star Village during his tenure when he served as the Party branch secretary of Five Star Village, Banzai Town, Pinghe County. He fully supported the construction of Honey Pomelo STB, and as a result, STB was successfully unveiled in Five Star Village. As the village Party branch secretary, the director of the management office of the STB, and the off-campus tutor, he fully supported the construction and development of the STB. He actively participated in the STB's technology promotion and application work, becoming the "spokesperson" of the STB. To date, he has covered 15 towns and more than 50 villages in the county, organized and participated in 52 technical training meetings of STB and 65 field observation meetings, issued over 5,000 copies of technical manuals, and personally led more than 3,000 pomelo farmers. Along with teachers and students of the STB, he has guided nearly 20,000 people offline. Additionally, he participated in TV stations and other Pomelo technology promotion programs five times. He assisted the STB in hosting over 200 people from the government, universities, scientific research institutes, enterprises, social organizations, and rural frontline groups.
